Low Quality refers to a compressed version of the original video file.  This version is much smaller in size, allowing for quicker downloads.  This is extremely useful for people on dial-up accounts.

High Quality is the full size version of the video clip.  This is recommended for people on a high speed Internet connection

(i.e. DSL, Cable, Office Network).
